Definitely an actor. Sometimes in a mask and sometimes in live deep fake CGI. The CGI can't handle shadows very well. Especially in and around his ears. Once you see it you can't unsee it. It's very comical. Sometimes they mess with the coloration of his skin and sometimes his voice is even off.
