Very interesting.

TLDR: Oswald wanted to place a call to John David Hurt (who was an experienced former Special Agent of U.S. Army Counter Intelligence). Looks like secret service or Feds or someone with authority came and instructed the switchboard operator to tell Oswald that she could not reach the number. This basically adds to the evidence that Oswald had intelligence connections.
