Yeah, that's def fake - someone posted the real video footage posted on Fox19's website that shows the actual hand-off to the kid from Creepy Joe. Here's that link again and the hand-off is around the 12:35 mark at https://www.facebook.com/FOX19Cincinnati/videos/866047397623585/
