He wanted to reincarnate as a deadly virus. That would reduce the population obviously. If you can't see what he meant and put that with what he said later, you're not understanding things.
He didn't say anything like what you said.
He was speaking metaphorically from the perspective of an animal which had been wiped out by humans, and how that animal might want to take revenge against its murderers. You understand that a metaphor is not a statement of fact and that Prince Philip didn't actually think he was a reincarnated animal, nor did he have plans to become a virus?
I know he didn't have "plans," but he had the desire to become a deadly virus. That means to kill humans in large quantities.
