That was bad writing because if the author wanted to throw around "parsec" to sound like science, he needed a few more words to turn it into a measure of speed. It was an "ouch" to sci fi fans instead. But there are other kinds of bloopers, like anachronisms. Maybe "sloppiness" is the general problem.
