Using supposed differences of derivative to distinguish "intelligence" and "intelligent" is faulty. Both words derive from the same Latin root: "intellego," which appears to be rooted in "lego," "to read" (i.e. "to read into.") There may be an ancient Greek root in this that goes to "gens" and/or "telle," but that feels wrong.
Regardless, the "-entis" Latin ending shifts into "-ence" in English (the French influence?) Latin words are far more fluid than Modern English words. The endings change and the linguistic patterns of consonant shifting might deceive an English speaker.
The thesis may be correct, but the argument is wrong-headed.
