I too saw the tech being developed back in the 90s. I was in a high tech think tank. Today's version is so small it can be sprayed in the sky for consumption by simply breathing it in. From that perspective it really can't be stopped. No way to opt out of it.
The only way this is stopped is to completely bring down the entire apparatus responsible for enabling and deploying the tech.
