If she's a fed, she doesn't "lose" her pension. If she doesn't have age plus time-in-service for an immediate annuity, she can claim a deferred retirement. Just make sure when opm sends her a letter asking her if she wants to pull out her contributions that she doesn't. When she's ready to draw her annuity, file the application for it.
