I read it differently: many of the US's DOE / Y-head / DS team are drinking the water (getting the info) that they are implicated by evidence (shit) and because of that they are catching covid (turning themselves in). Given that it's a UK publication, this is spreading the news mostly to a non-US audience.
Could be a utilitarian function (i.e., real newscast for the comm-enfolk) or perhaps the article has more info, like whether the deer will all be slaughtered or rescued or something.
To me this is a newscast that shows the tide is turning, and that as Q promised, the US will lead the way.
