I mean, I get why they would do this. Doctor/patient confidentiality would mean that taking pictures of a semi conscious patient for propaganda purposes would be unethical. And all those staged photos of celebrities and politicians getting their 'shots' with capped needles are probably a safety thing. But goddamn the optics of all that is just retarded.
