they will get a batch of tests from a geographical region by street address or whatever. They will test one, if it's positive they will assume the rest are positive.
So either it's because they are massively overworked and don't have time, or it's laziness, or it's some "scientific" assumption, or it's fraud.
Hard to say why this happens but all I know for sure is that it's running up the cases massively.
