Maybe it's aimed at the Russian public, or the Kazakhstan people, or perhaps just the world at large. They want someone, somewhere, to have a programmed opinion. Russia borders Kazakhstan and they could move huge numbers of troops and equipment into that country with little effort and without advertising it to the world.
This show of armed troops marching 100 yards across an airport runway to get on a transport plane... is just that. It's a message that says "We control Kazakhstan. Consider that any assets you once had here are gone."
Look at the guy practically grabbing the arms of the "soldiers" and shoving them up the ramp. Weird. If those were real soldiers they would both know how to walk up and ramp and wouldn't need the extra push. lol
Also, the first three angles are simply different shots of them starting up the ramp.
And notice all the "soldiers" heads are down the entire time.
Wonder if these are prisoners dressed up as soldiers?
I've literally been one of those people shoved into an airplane like that. It's not that they don't know how to get on, it's that it is clearly cold as fuck, they have all their gear, and they've just encountered a little hill. Doesn't mean they are weak, just means they are being efficient and shoving people into the plane.
