Notice his wording... "They take up some space." Like that's a huge deal. We aren't allowed to be a waste of space thus we need to be brought to heal or gotten rid of... maybe both in the long run. My answer...

It is like foreshadowing of where they want to go with this.

The un-vaccinated are backward anti-science racist misogynists they are a waste of space and we'd all be better off without them.

That's what communists/fascists always do. If we can only kill off all the people that disagree, then everything will be wonderful and good.
