And we had to endure eight months of "keep your eyes on the audit...everything else is a distraction "

I was pretty annoyed with that too. I was among those who called it out. There's always more to do and waiting for the audit was nothing but a distraction for inaction.

It was my impression immediately after the Arizona audit that they would delay the release of the results because it didn't fit the timescale of The Plan. I'm still of that opinion.
