You are correct, from the perspective that .09 was just a number, not offered as a percentage. But it is under the column of "ratio", whatever that means. So if you're looking at it from the perspective of real numbers (not percentages), then subtract .09 as a number from the number 100. That is the ratio of people who died from covid in the 65+ age group. I used 100 because the chart is trying to blend percentages with numbers, and 100 people is the 100% within a ratio.
I could be misinterpreting their chart. But, I ask you this: do you really think that 9% of all people 65+ in age who got covid died???? Holy crap... that would have been millions of people. So, their chart is obviously wrong, and I was trying to make it work.

I would be terrified but not suprised to see the numbers that high counting vax deaths. I'm genuinely wondering how many average Tom, Dick, and Harry's are dropping dead from it daily that we don't hear or read about.
But yeah, 9% isn't the correct figure from last year.
I think you're right that a lot more people have died from the vax than are reported, but even counting them, the 9% would be super high. So, I don't know what the hell that chart was supposed to mean! : )
