Its well documented just dig around. Its being used on a regualar basis. There is a veryinteresting anecdote Catherine Fitts Austin always uses regarding how local officials are terrified of weaponised weather if they do not toe the line.

Yeah, I can’t believe how fast Texas last year got memory holed. And I know someone who works for a local power company who said it was their stubbornly having their own grid and not sharing power or something that caused it.. I just thought “really? That’s what you’re going with?”
100% Communist modus operandi right there: create a problem, blame the independent people for it, and then tighten the screws more once everyone is under their control and repeat. I’m no meteorologist, but very little about that storm system looked natural to me.
