Every intel agency that is not allowed to spy on its own people, simply needs to ask another country's intel agency to do the spying. By sharing info between the agencies, they get what they need.
I remember either Kash Patel or someone else in the original RussiaGate investigation mentioning that some of the info exchanged did not have the proper paperwork - this is how they get caught doing illegal stuff.
