Karim Massimov is the 'oligarch'/former prime minister(right in pic) is the one detained for High Treason.
Kenes Rakishev(left) is Hunter's Kazakhstan 'business partner'.
There may still be a connection beyond that photo, but I think you may have mixed up or conflated the two other guys?
I referenced the article because it has the photo of both of the Bidens with Massimov and talks about their relationship with Kazakhstan.
One of the people is listed as his business partner and Massimov is implied.
"H. Biden received payments from KazMunaiGas, since he was a member of the management of the Kazakh company Burisma Kazakhstan."
"Karim Massimov, being the Prime Minister of Kazakhstan, who received the leaders of Burisma in Astana and instructed KazMunaiGaz to create a joint venture with it"
