For those not familiar with THE LAW, that’s the DEPARTMENT OF DEFENCE - LAW OF WAR MANUAL, they (Military) had to follow not just the law of it in America, but also INTERNATIONAL LAW for engagement. This is lengthy but it will help if you are unsure what is happening.
