There was talk here (and devolution) that after 1 year of 'occupation', the Law of War manual would proceed from 11.3 END OF OCCUPATION AND DURATION OF GC OBLIGATIONS to 11.4 LEGAL POSITION OF THE OCCUPYING POWER There was question of if the 1 year mark was met by 1/6th 'insurrection' or 1/20th (Inauguration day) or some later date. So maybe the clock is comms that we have met the requirements of 11.3 and are proceeding to 11.4?
