This panda appears in just a few episodes of the first season. It is only ever acknowledged once. At one point, the family is leaving the house and the Stephanie character remembers to grab this toy, which I think they refer to as "Mister Panda." Danny, played by Bob, then states "Michelle won't go anywhere without Mister Panda."
That's it. It's just supposed to be the current favorite stuffed toy belonging to the Michelle character. Because it appears in a few episodes from the first season, it makes sense for it to appear in a few promotional images from the first season.
Other toys that appear in the series with a much greater emphasis are a "pillow person" belonging to DJ, a frog named Sheldon, I think, that wears a derby, and "Mister Bear" who wears a trench coat and hat.
I don't know enough about Saget to take a side on anything here, but what you described (basically the details of the characters/show) would not rule out any pedophilic symbolism being intentionally thrown into the show.
Could it be "just a panda stuffed animal". 1000%. But pedo symbolism is seen in children's cartoons, movies, on their toys, etc. so much so that how long can people chalk it up to coincidence? Basically I am saying much more research would need to be done before making any absolute claims in this case.
