Not quite. It is more like Syria and Iraq. ISIS and Al Queda cells in southern Kazakhstan have been funded by Turkey and the western Cabal. They are however coming through Afghanistan and southern States to enter Kazakhstan. Russia is all too aware of their tactics and know about their movememnts.
