The enemy hasn't retreated. This looks like a pause to me. It's time to hold responsible every individual responsible for the tyranny. Keep the pressure up. Intensify it until every single one of them responsible for the tyranny is arrested. They must be indicted, charged, and tried for their crimes. No exceptions.
