Since there's effectively an infinite number of habitable solar systems the chances of there being NO other civilisations is vanishingly small (zero). So those, which are sufficiently advanced, are surely able to overcome the time/distance barrier to visit us.
Therefore, having never seen a UFO personally, and based purely on logic, I say that ETs exist and are on (or in) earth now. They are part of the reason why The Plan is taking so long.
