Maybe, maybe not. Didnt Q say a few members of their team were non-government civilians or entities or something along those lines?
On the other hand, O'Keef might just be another anon who's trying to drop hints that he follows/followed Q and he wants justice just as much as us
It could be the later like how JP Sears in the past year has occasionally had subtle Q references in some of his videos. However James seems as if he's often protected from on high though.
His investigative journalists are intelligence agency tier (actually better)
This is closer to the truth in my opinion. Also O'Keefe might just want in on that sweet sweet q follower engagement and is subtly dropping hints.
