There is no specific law that prevents it, but it is general policy that the President and VP do not travel together — at least not in the same vehicle.
Although it’s mostly for administrative reasons (the VP has a busy schedule, too), the President and VP are not generally kept in close proximity to each other for extended periods of time for reasons of security and continuity of government.
I guess not always and not law.
