Not really. This paradigm is everywhere. The Speculative mind ( people that get in management specifically to inflate / harness work of others ) always eventually get shit on now. Why? The people actually developing things hold all the cards.
The trick is building in what we call “tech debt”. These asshole managers don’t know the mechanics so you allow them to hedge constantly and defer work that needs to be done. Eventually the system starts coming to a standstill from all the refusal to refactor / reorganize and guess who knows how to do that?
