I'm waiting for that 40% , "follow the leader" type to start coming around. I believe that's key for when TSHTF.

The tyranny is wearing on people's nerves. I think people are looking for strong individuals who'll stand up to the tyrants. Once they see that start to happen, that'll give them courage to join in. Safety in numbers.
