They are supposedly remodeling water fountains and ponds? They did the same thing to the back area last spring/summer? A youtuber , long time resident of DC has followed up with video pushing this narative. He seems legit. Not clear on his politics but he's doing a service apparently.
Did they put up the same tall concrete barriers during other renovation projects? Proof of that would help convince people. "It's the fountains" just sounds like another guess, which is why people still consider other explanations
If you can access Nancy Drew videos on FB from today you can see that the barrier goes around the building.
You don't build a wall around a fountain for repair/refurb.
