if you did, you wouldn't use what they are using. something like chain-link and tarps to keep debris contained. Whatever they are doing is weird.
Isn't the wood around the White House itself like a retaining wall? I unfortunately live in Brooklyn and see construction all the time in NYC. They have scaffolding with wood on top for small falling debris and construction workers to move around. They also use either wood or chain-link fence and some kind of fabric tarp to prevent people from seeing what's going on inside.
