Sounds like mk ultra type comms. Baldwin pulled the trigger but holds no responsibility, the ones who gave him the ammo on the other hand....

I.e. who is really responsible for false flags? The actual perp, or the handlers driving them insane and giving them the resources to carry out the crime?
