I watched a documentary years ago (wish I could remember the name because I'd watch it again), about how millionaire Stuart Resnick and some other landowners paid off California Water Board employees to build canals and other infrastructure to recharge the Kern County aquifer. So, these landowners grow almonds, pistachios, and grapes...mostly at a loss...so they can rake in millions selling back the water from the aquifer to the State. Their land ownership means they own the aquifer below their properties.
It's one of the biggest reasons California has a water problem, and it's all a scam.
Isn't Nancy Pelosi in on that one, too? She has/had a vineyard. She was involved in the clean water act which limits where water goes or can be pulled from or something that benefits her? I can't find it now.
I don't know. She wasn't part of the documentary I watched, but I wouldn't doubt that she had a hand in manipulating the infrastructure and getting Federal dollars for the project.
I did find something on her own website that said she helped get federal dollars for HIV/AIDS research! https://www.speaker.gov/newsroom/6421-1
