French = Cowards/Surrender Easily?

Dressing = How you dress / appear / who you appear with?

Could this be changes on the acceptance of protective equipment, like body armor or even body guards? Witness(coward) protection services getting easier to ask for?

There isn't much to go on, but that's what I got out of it.
