It didn’t look much like an actual wall to me from the pics I’ve seen. Someone mentioned earlier that it looks like they’re doing some work on the fountain, which seems like it makes sense. .

I’m not sure. Maybe to keep some of the mess from being front & center? If it’s a wall I’m pretty sure a midget could scale it.
