Yes. The author of this story is saying the child was guilty of being a slut even in the title.

'Asian men'? Asian men with names like Hakim, Ahmed, Hafeez?

A child under 16 is of course not capable of consent to having sex with an adult.

It ruins their lives as they will always believe that their only worth is to let somebody use their body for their pleasure.
