My theory - the larger any org gets, the harder it is to control and the more prone to corruption it becomes - in the case of the DS, "corruption" means that people with actual morals may become part of their organization and become privy to info that opens their eyes to the criminality - Seth Rich comes to mind as an example. Leaks start to happen (DARPA Project Veritas, for example) that are beyond the control and creates distractions that have to be dealt with before their plans can move forward. All the leaks reinforce the messaging that their opponents have been saying for a long time and members of the general public lose faith in the institutions that prop up the DS. Their structure has become too big for them to control and there are too many leaks occurring over too short of a period (Warp Speed) for them to address them all.
