Many lawyers (i.e. law firms) are conflicted and can't/won't act because they do, or want to do, government work. Also it's easy enough to conflict firms from acting against you by sending them instructions on relatively small pieces of work related to the matter likely to be in issue. This is a very old trick. So, the firms likely to be involved for plaintiffs are likely to be smaller, less well funded and less capable. That's the end result.
