With the internet and social media, the old "guaranteed the incumbent will win" paradigm is no longer true. A good citizen, with reasonable accomplishments, a clear message, and reasonable speaking ability, can win an election without the establishment's backing. Kentucky needs to find such a person and get Turtle out of there!
