Several years ago, SF was proposing this. If you are familiar with SF geography, it is its own city/county. Everyone coming south from the Peninsula to go into the city or to access the bridges to the north and east must pass through the city. Anyway, at the time a lot of the techies were commuting south out of the city to SV. So when they proposed it, one of the supervisors of the county to the south said "Great! How are we going to split the revenue?" They completely did not consider the fact one-sidedness of the proposal, nor that the techies who were commuting over the roads to get to their jobs 30-50 miles south by choice had an impact as well. It got dropped immediately. The only time I ever did a fist pump for a county supervisor.
