Like most local businesses struggling under the boots of mayors and governors, or worse mere "officials", these interstate and international businesses cower under the threats of the federal agency. If they don't comply, they fear being shut down. Without widespread, organized resistance, everyone else is at the mercy of the petty tyrants.
Airlines are private businesses, they can do what they want. Capitalism should take care of this in the long run....
