I'm reading through the Law of War manual, and in 11.3 all I can see is that it stipulates the definitions of when an occupying force no longer is defined as an occupying force.
It talks about how, when hostilities have ceased for more than a year, the territory is no longer considered "occupied". Obviously, in a war, there are no conditions on when you can declare the opponents as occupiers.
if DC rightfully belongs to Cabal A, and its occupied by White Hats B, then for one year, White Hats B are obliged to observe the Geneva Convention (GC), and have the rights and responsibilities of an occupying force.
The Law of War manual outlines the rights and responsibilities of the US forces, for example, when occupying territory of a foreign state in war, or after hostilities have ceased. I.e when the US occupied Japan after ww2.
In your understanding, who are the occupiers here? The Cabal? The White Hats?
The idea that one year has to pass before anyone can be declared anyone makes zero sense to me.
