Define “not vaccinated”. Does that mean pure blood or does that mean they had at least one shot but wasn’t up to date with all of the half dozen shots they want you to get.

I did some digging on their twitter, from a different tweet;

Of the 32 people who died; 23 people had received at least two doses of a COVID-19 vaccine, one person had received one dose and eight were not vaccinated.

Seems like one dose is separate from unvaxxed.
