Disrupting local communications. Nukes cause issues with the ionosphere in the surrounding areas and for miles more. I think it's theorized that one nuke on each coast would kill all radio COMMS for 12 hours or something.

Point being, nukes have a stronger impact on radio communications. Volcanoes like hurricanes will have effects on the localized area. Also the video on the ground proves my point above, the eruptions continue. Nukes go off once and that's it.
