This is really good.

Just need to add one thing about the information:

"Plants need water" means the CIA operatives need are there to collect information and pass it along

"Water" = information.

In this context "Watch the water" means watch for declassified info.

I believe we can apply the same to "Chinese" instead of "Russian" to find the plants in Congress.
