In a "all or most of the vaxxed die" scenario, before all the vaxxed end up dead, there will be enough chaos to put the wolves to rest before there's any kind of political uprising. Seriously consider the implications of the mass death of the vaxxed (i.e. over half the planet at this point). Every gear in the system will come grinding will to a halt, meaning no electric, no hot water, no tap water, no easy access to food, no law enforcement, etc. The entire system will go tits up long before every vaxxed is dead if they do start dropping. Most of the wolves you speak, and wolves there will be, will be much more focused on day-to-day survival in the short-to-mid term before revenge becomes an option. Broaden your thinking. TPTB win anyway, perhaps even more-so, if the sheep die. The only ones surviving in the end are the hunter-gatherers, and the Georgia Guidestone number of population of 500M is much more obtainable.
