They mean when the honorary degree is cancelled, which is expected to happen in the meeting today. The title makes it sound like some new declas or something is going to happen. This is the same technique used by the left to take some piece of news and make it sound explosive by the headline hoping no one reads the whole article. I am not sure how good this westernjournal site is, but this is not good reporting.
