Wth?! They already do, but they're not really hearing aids as people need them. They're amplifiers. One must have their hearing tested by a professional since everyone's hearing loss is different. Hearing aids must be fitted according to what type of loss there is.

This won't make them cheaper. The only thing that will help is if affordable insurance starts paying for the damned things.
