I wouldn't be surprised if he doesn't run. Not to say that I'd be surprised if he did. But if devolution is real I think they dismantle the federal government as we know it, because there is a strong probability that 90% of our "elected" officials weren't really elected and/or have committed treason. If Trump & Co. are really tearing the whole thing down over the next 3 years through devolution, maybe he just walks away. I really do believe that he ultimately ran out of a sense of duty, and of course, to do something really really BIG. He will have accomplished that if what we hope is happening, is really happening.
