Well RBG could have retired during Obama's 2nd term, didn't, and was replaced by Trump. Democrats know they're losing the Senate in November so they need to replace Breyer before that. I saw something on Twitter earlier that he didn't intend to announce his retirement this soon, with the implication that he was forced into it by these dark money groups.
