Last time I heard about a cattle feed shortage (or perhaps it was a significant price hike that made it unaffordable to many cattle ranchers), one solution that ranchers employed was to fed the cattle candy instead of feed. It apparently was effective at keeping the cattle alive and fattening up the cattle.

Not sure if this situation could be dealt with similarly, good luck to the ranchers.
